The Clearing is proud to support the establishment of a new agency. Our client was facing the unique challenge of bringing together three legacy organizations. Our client was facing a substantial challenge to bring the people, processes, and culture of these three organizations into alignment as a new agency.
The Clearing helped create the organizational foundation to align the multiplicity of cultures within the organization and determine new approaches to remove entrenched, outdated, legacy processes.
We brought the team from fragmentation to cohesion, creating an environment of innovation and urgency to achieve a new era of productivity and success in bringing answers to the families of missing personnel from past conflicts. Our work resulted in:

This program was created to help government modernize its information technology. To meet a rapidly growing demand for these services, the program needed to innovate their processes, improve interagency communications, and strengthen their value proposition. The leadership engaged The Clearing to powerfully navigate this growth period and make the necessary adjustments to raise the program to its next level of performance.
The Clearing leverages its experience and subject matter expertise in implementing government-wide strategic frameworks in IT organizations to successfully implement change.
In an effort to further our client’s initiatives to integrate service delivery and reduce cost through a more strategic location of operations, our client is undertaking a space consolidation effort to consolidate from 17 locations into a single office, which will serve as headquarters, and a single satellite office in Utah.
The Clearing provided expertise and formal guidance on how to manage changes experienced by staff as a result of the space consolidation project and subsequent organizational transformation. Specifically, The Clearing defined the case for change, developed an internal and external communications strategy and implementation plan, created employee engagement strategies, facilitated meetings, conducted surveys, managed feedback, provided leadership coaching, evaluated culture and values, and established a customer focused culture.
The Clearing’s team enabled our client to strategically position itself across the federal enterprise, empowering our client to be more influential, relevant, and able to improve national security decisions. The Clearing developed a strategic, visual representation framework of the industrial security environment, including the threats and vulnerabilities that affect stakeholders throughout the system.
The Clearing also worked with our client’s leadership to identify the potential return on investment (ROI) for individual directorates, helping to convey the financial benefits of their operations. This analysis, coupled with the visual representation, provided the necessary framework for leaders and staff to improve their engagement with external stakeholders, enabling them to consistently and accurately share their unique value. Additionally, The Clearing supported integration by conducting analyses of the field offices and headquarters to articulate opportunities for improvement and better integration of headquarters and field activities.
The Clearing worked with the Director for Logistics to address waste and inefficiency in a $300 billion global logistics system. Over the years, mistrust and conflicting priorities within the Federal Government and U.S. military had led to numerous failed disaster response efforts and financial waste in the magnitude of hundreds of millions of US taxpayer dollars. The Director had already developed a broad vision of what a new interagency coordination effort could do to solve this problem.
To turn this vision into reality, The Clearing worked with her staff to develop a 500-day launch plan, managed the implementation of this plan and facilitated the formation of a ‘Whole of Government’ Coalition. Through this project, the U.S. Government developed an integrated approach to logistics resulting in cost savings and faster response time. This Coalition achieved significant impact in a short period of time including:
- Saving lives by expediting the delivery time of cholera kits from 10 weeks to 10 days
- Saving $116 million for Department of State on flights into Iraq, and
- Saving $2 million on hazardous material supplies for Deepwater Horizon response.
Our client’s Transforming Planning Program was launched in response to a Council directive to undertake a broad-scale review of the real estate development planning process. Significantly improving planning in the city required an enterprise perspective and the ability to navigate the individual organizational boundaries, politics, and personalities that had hampered previous efforts.
By providing an unbiased and intentional change management and stakeholder engagement approach, The Clearing helped a diverse group of stakeholders — city planners, developers, community leaders, and the planning board — develop a shared perspective on the existing city-run planning process that gave them new insight about what work to do first and why it matters to each group. Because of this work, conversations shifted from process-focused adversarial negotiations to outcome-focused collaborative dialogues; streamlined processes reduced ‘time to decision’ by over 50% with greater buy-in from key stakeholders; and transparent decision processes and practices aligned with the city’s vision and master plans.
Our client brings area leaders together to address major regional issues. Its membership is comprised of 300 elected officials from 22 local governments, two state legislatures, and U.S. Congress.
Our client saw opportunities to streamline redundancies across the region, more effectively use citizens’ resources and improve disaster preparedness and response.
The Clearing provided our client with stakeholder engagement expertise and managed a program that increased accountability, oversight, and efficiency of homeland security efforts and improved the effectiveness of coordinated cross-jurisdictional homeland security programs, including the FEMA UASI grants process.
